Workforce development has been a key priority throughout Muñoz’s public service career. In the Legislature, she served as chairwoman of the Community and Regional Affairs Committee and was a member of the House Finance Committee. She advocated for the University of Alaska vocational training programs and secured funding for Alaska’s first mining simulator. She also sponsored a provision in state law allowing for tax credit contributions to vocational education programs. Muñoz holds a Bachelor of Arts degree in Political Science from the University of the Pacific, Stockton, California, and is a graduate of the Emerging Leaders Academy at the University of Virginia.

Jack Rector is OSHA’s Deputy Regional Administrator for Region X. Jack began his safety career in the U. S. Marine Corps in 1976 and retired in 2002 with over 24 years of service. After retiring, Jack joined the Department of Labor’s Occupational Safety and Health Administration (OSHA) as a safety and health compliance officer in the Dallas Area Office until his promotion to the Assistant Area Director in 2008. In 2009 Jack was selected as the Area Director for the newly designated El Paso Area and Lubbock District offices with jurisdictions including all federal agencies in New Mexico and 79 counties of West Texas. In May of 2011, Jack was transferred to the Fort Worth Area Office where his jurisdiction covered 37 counties of North Texas.
